In a statement, Victoria Police confirmed a 26-year-old man was in custody after witnesses described him allegedly driving erratically along Flinders St just before 2pm today.
The Critical Incident Response Team and local police arrested the man at the intersection of Williams St.
Photos from the scene show heavily armed and protected police around the scene.
All of the car’s doors are sitting open and the man’s belongings are strewn across the road.
Police have established an exclusion zone as a precaution and advise the public to avoid the area.
No one was injured during the incident.
A number of streets remain closed.

Witness Julian Kendall said on Twitter “about 10 cop cars were on the scene in no time down at Flinders St.”
Speaking to news.com.au, Mr Kendall said he heard “blaring sirens” just before 2pm.
“As I walked up to Flinders St there were many police cars converging on the scene around a car on the corner of Flinders St and William St and a man on the side of the street with his hands behind his back presumably cuffed,” he said.
“The whole thing went down in a matter of minutes … They certainly acted swiftly.”

Public transport in the area has been stopped as police work to bring the situation under control.
Yarra Trams says route 70, 75 and City Circle trams have been delayed in both directions.
