Common pay across APS, overhaul for APSC and secretaries board: report

Common pay levels across the public service, a stronger secretaries board and an overhaul of the Public Service Commission have been mooted in the interim report from the independent review of the Australian Public Service.

Review chair David Thodey launched the report on Tuesday morning, with dozens of recommendations covering pay, recruitment, structure and training.

Senior public servants should be offered new positions within ministerial offices, and there should be a high proportion of staff within ministerial offices with public sector experience, the report said.

The relationship between ministerial offices and the public service needs strengthening, the report said, with the relationship now weakened by perceptions the public service had a “sense of primacy”.
